If anyone is still getting this bug, it bugs because of the conversation between gail and johnny outside the door where you have to pull the breaker to open it. This guy has the balls to then get stuck during the vault break in. I did the vault raid with the raiders and it took me four tries to get it to work. First it was when i needed a keycard on top of a terminal.
Fast travel outside to the cave entrance and then walk back in. Big mistake going with the raiders. So i figured out the poorly made directions for the first part of meet up with johnny but after i destroyed all the turrets and robots in the second room i can’t. I'm pretty sure this is a bug.

Not only does johnny get stuck in the raider arena.
Yes it is a known bug. I ran and hid while the raiders were shooting so eventually johnny or them killed hal allowing me to finish. “buried treasure” has known bugs. It's been broken since it came out in wastelanders.
